Purchasing a new RV involves several important logistics, preparation, compliance, and administrative steps before the vehicle is ready for customer ownership.

In some cases, customers may encounter advertised RV prices elsewhere that do not initially include certain preparation, freight, or administrative components, which may only be introduced later in the purchasing process—sometimes after price negotiations have already taken place.

Preparation and delivery processes can also vary between dealerships. Some dealerships may perform more limited inspection or preparation procedures, or may structure transportation, importation, brokerage, and administrative processes differently.

These differences can affect both how costs appear within advertised pricing and the ownership experience customers have once they leave the dealership.

Regulatory Preparation and Compliance

As part of the regulatory preparation process, recreational vehicles sold and registered in Ontario must comply with provincial electrical and safety regulations, including requirements under the Ontario Electrical Safety Code.

At Primo RV Centre, our units are imported with CSA certification where required, or are subject to inspection through the Electrical Safety Authority (ESA) when CSA certification is not present, to ensure compliance with applicable regulatory requirements.

Additionally, the propane (LPG) systems installed in RVs must be properly inspected, tested, adjusted, and certified by a TSSA-certified RV1 technician, with the appropriate documentation completed to confirm compliance with provincial safety requirements.

These steps help ensure the RV complies with applicable provincial and federal safety regulations such as Transport Canada and the Registrar of Imported Vehicles (RIV).

Pre-Delivery Inspection & Preparation (PDI) — $1,980

Every new RV sold at Primo RV Centre undergoes a comprehensive dealership-wide inspection and preparation process that typically requires approximately 25 hours to complete prior to delivery.

While RVs are manufactured at the factory, the dealership performs the final stage of manufacturing quality control before the unit is delivered to the customer.

This dealership-wide preparation process includes more than 170 detailed inspection and preparation points performed by a qualified RV service technician, covering:

  • Mechanical systems
  • Electrical systems
  • Plumbing systems
  • Appliances
  • Structural components
  • Safety systems
  • Final delivery preparation

What the PDI Process Includes

  • Mechanical inspection of axles, brakes, and suspension
  • Cabinet door and interior component adjustments
  • Structural and sealant inspection with touch-ups where required
  • Appliance and system testing
  • Installation of a 12-volt battery and battery box
  • Propane tank filling
  • Interior and exterior cleaning and detailing

The PDI fee primarily reflects technician labour and does not represent the full cost of the approximately 25-hour dealership-wide inspection, testing, adjustment, cleaning, detailing, and preparation process, along with the two-hour customer delivery walkthrough and orientation, required before delivery.

The Registration & Delivery Processing fee helps cover the administrative, regulatory, and ownership setup work required to properly prepare the RV for customer ownership and complete the documentation associated with the purchase.

This process involves several administrative and compliance-related tasks that occur before, during, and after the purchase transaction, including:

  • Preparation and processing of ownership documentation and sales records
  • RV Care Network enrollment processing
  • Primo Priority Program registration and setup
  • Coordination of roadside assistance program enrollment
  • Preparation of regulatory and compliance documentation
  • Administrative processing required to complete the sales transaction
  • Secure record storage and documentation management

In many cases, administrative and compliance work continues after the purchase is completed, as documentation must be finalized, processed, and maintained to ensure proper records and program enrollments are in place.

Licensing

Primo RV Centre can complete vehicle licensing for Ontario residents and provide documentation required to facilitate licensing in other Provinces.

For Quebec customers, documentation is provided to facilitate registration through the Société de l'assurance automobile du Québec (SAAQ).

Taxes

Taxes vary based on the customer's Province of residence and applicable tax regulations.

Primo RV Centre is authorized to collect Quebec Sales Tax (QST) for Quebec residents purchasing recreational vehicles from our dealership.

For customers residing in Quebec, Primo RV Centre also provides the appropriate documentation required to facilitate vehicle registration through the Société de l'assurance automobile du Québec (SAAQ).

Providing these documents helps ensure that Quebec customers can properly register and license their RV within the province following purchase.
